Splunk Add-on for Microsoft Office 365: How to create a role allowing a user to enable/disable inputs w/o admin perms?

I am trying to create a role to allow a user the rights to enable and disable the inputs within the Splunk Add-on for Microsoft Office 365 without giving them admin rights. What capabilities would I assign to the new role?
