How to use dashboard JavaScript and CSS to highlight cells in a column dynamically based on the difference between two values in the cells of another column?

For example, how I can highlight a cell in the active_hist_searches column if the difference between two times in the _time column is greater than 60 minutes? How I can do that with javascript and CSS?
