Didnt install Standard license and hit limit will installing the license recover search ?

Hi i didnt manage to install the license due to development phase so will it allow search after i install a standard enterprise licence

You will have to call your sales rep and get a license reset key. While you are at it, ask for a free no-enforcement stackable license so this will never happen again.

I'm not super clear on what you're asking but if you have a license you can just go to settings>Licensing (under SYSTEM) on an existing Splunk Instance and add the license either by selecting the license file or pasting the license XML directly.
After that any license warnings should disappear.
